Dear Moberly,

Wallace spoke with you about provision on the 1950/51 0.4 M.5... Estimates for the two major Hong Kong items, viz,:-

(a) interest-free loan towards construction of

Deep Bay airport

(b) grant to University

and I now write to put forward our proposals.

2.

(a) airport Luan.. Lo provision for payments from ...G. s interest-free loan of up to 5,vuu,udu for the construction of the Deep Bay airport has yet been made (vide Bryant's letter of the 18th Januury, 1949, to Russell-ädmunds).

a. You have received copies of our telegram Lo.1523 to Hong Kong and of Hong Kong's telegram No.1186 in reply to it (I attach further copies for ease of reference). our telegram No.1523 was sent after consultation with you.

4. The air ministry estimate of an approximate expenditure of 325,000 in 1950/51 (excluding the cost of survey which we had earlier suggested to Hong Long they should bear, without prejudice to ultimate arrangements for financing the cost of, the airfield) is the best advice available to us and we think it should be accepted.
